Dholera Special Investment Region (DSIR) is a Greenfield Industrial City planned and located approximately 100 km South West Of Ahmedabad. The Government Of Gujarat has created a legislative framework for the formation Of a Special Investment Region Act 2009. Under the act, a regional development authority for DSIR has been established.
Spanning approximately 920 sq krn, encompassing 22 villages Of the Dholera Taluka in the District Of Ahmedabad, is envisaged to be bigger than the city Of Ahmedabad. It is strategically located between the industrial cities Of Ahmedabad, Baroda, Rajkot and Bhavnagar.
It will be connected with Ahmedabad by a 6-lane access controlled expressway & MRTS (Metro Rail) in one common corridor providing seamless connectivity & Rail-Road transition as an effective means Of transportation between the 2 cities.
An international airport is being developed to the North-East Of DSIR called Dholera International Airport Company Limited (DIACL). The airport has already received Environmental & Site clearance.
The Dholera smart city project is segmented into different zones, such as industrial, residential, city centre, knowledge & IT, high access corridor, community facilities, roads, tourism, recreation and sports, and others. All these zones are further allocated a percentage of area out of the total area that will be developed.

Dholera Industrial park as one of the early bird projects. The proposed Industrial Park called as "Activation Area" is spread across an area of around 22.5 sqkm within Town Planning Scheme 2 in Dholera SIR. The area has approximately 72kms of roads and has an optimum mix of land uses comprising of industrial, residential, mixed use, recreation, and tourism. The area has been selected based on immediate availability of land and its future status after implementation of TP scheme (area with highest opportunity of commencement of site work). The area has existing connectivity to SH6 via the Coastal Road in the north of the site.
The development will activate a major portion of government land (80%) in Industrial park for the investors / industrialists and it will also help to trigger investments in rest of DSIR. To develop the Activation area various trunk infrastructure projects have been identified as listed below:
ReNew Power is manufacturing both solar cells and PV modules at the Dholera plant. The initial investment planned for the plant is Rs 1,200 crore and further shall rise to Rs 2,000 crore as the facility will ramp up its scale.
Tata Power Solar has commissioned a 300 MW project in Dholera, Gujarat. It is India's largest single-axis solar tracker system. The project generates 774 MUs annually. Along with this, it reduces approximately 704340 MT/year of carbon emission. The installation entails 873012 nos. of Monocrystalline PV Modules. The project was commissioned well within the stipulated timeline.
Tata Electronics' Dholera plant will produce 50,000 wafers per month and create employment opportunities for 50,000, both directly and indirectly. The plant will see a total investment of Rs 91,000 crore.
The first made-in-India chips will roll out from the Tata Electronics plant at Dholera, in Gujarat towards the end of 2026, said Union Minister for Railways, Communication, Electronics and Information Technology Ashwini Vaishnaw.
Dholera International Airport at Navagam village near Ahmedabad, Gujarat is being developed by Dholera International Airport Company Ltd. (DIACL) with a multi-phase master plan to ultimately handle 50 million passengers per annum in the future.
The greenfield airport is being developed in Saurashtra within the Dholera Special Investment Region (DSIR) as part of the Delhi Mumbai Industrial Corridor (DMIC). The airport will feature an aerocity with 75 hectares for commercial developments, cargo facilities and ultimately two runways – 3200 m and 4000 m long.
